Execution Project for the Extension of Queen Saint Isabel Avenue

Introduction
This article presents the Preliminary Study developed for the extension of Avenida Rainha Santa Isabel, in the Municipality of Estremoz, Évora District. The project aims to create a new structuring road that establishes a direct link between the IP2 and the National Road 4 (EN4). With a total length of approximately 660 meters, the new road axis begins at the existing roundabout on Av. Rainha Santa Isabel and culminates in a new roundabout to be built on the EN4.


Context and Need
The intervention zone is located in the Union of Parishes of Estremoz (Santa Maria and Santo André), in an area characterized by the presence of rural roads serving the local quarrying industries, following the decommissioning of the old Vila Viçosa railway branch line.
The need for this project is based on improving mobility and road safety conditions, promoting a more direct and fluid connection between strategic points in the municipality’s road network. The intervention aims to enhance public space and meet the requirements of the Estremoz Municipal Council’s land use plan, converting precarious roads into a Level 2 structuring road capable of supporting the heavy traffic associated with the surrounding industrial activity.
Summary of the Project Completed
The technical solution recommended by Envisquantis focuses on the functionality and safe coexistence of different modes of transport:
- Geometry and Layout: The main axis features a roadway composed of two lanes (one in each direction), each 4.00 meters wide. The design speed limit was set at 50 km/h, suitable for the urban and industrial environment.
- Soft and Pedestrian Mobility: Sidewalks were designed on both sides of the road, 2.50 meters wide. On the north side, the sidewalk incorporates a 1.00-meter-wide cycling lane with a red “slurry seal” surface finish.
- Intersections: The project includes the creation of a new branch in the existing roundabout (Homage to the Firefighter) and the construction of a new roundabout on the EN4 with an Outer Diameter (DCI) of 36 meters, equipped with directional islands to guide traffic.
- High-Strength Pavement: Given the proximity to the quarries and the traffic class (T4), a robust flexible pavement structure was defined, including layers of bituminous concrete, bituminous macadam, and base and sub-base layers of coarse-grained crushed aggregate.
- Curbs and Accessibility: Use of precast concrete curbs, including ramped models on islands and roundabouts, and lowered curbs in pedestrian crossing areas to ensure universal accessibility.
The study also includes milling the wear layers in the areas connecting to existing roads to ensure perfect indentation and pavement continuity.
