Urban Redevelopment Project for Av. José Loureiro da Costa
Municipality of Torres Novas

Introduction
This project, developed by Envisquantis, focuses on the complete rehabilitation of Avenida José Loureiro da Rosa and a section of the EM 557-3 road, establishing a strategic link between the intersection with the EN 243 in Zibreira and the Renova 1 industrial unit in the municipality of Torres Novas. The intervention covers a total length of approximately 2764 meters, adapting to an existing road that crosses residential and industrial areas.

Context and Need
The current road shows signs of significant degradation, with structural damage to the pavement including cracks, “crocodile skin,” rutting, and localized subsidence. The need for this project arises from the urgent need to restore the quality of the infrastructure, ensuring road safety and improving pedestrian circulation conditions in an environment constrained by perimeter walls, adjacent buildings, and various service networks.
The main technical challenge lies in the limited space in several sections, which requires precise engineering solutions to provide the road with continuous and functional visual readability, respecting existing threshold elevations and maintaining the flow of vehicle and rail traffic during the construction work.

Summary of the Project Completed
The technical solution implemented by the Envisquantis team was divided into two main areas of intervention, integrating paving, drainage, and safety specialties:
- Structural Paving:
- Initial Section: Complete removal of the damaged structure and installation of a new 8-meter-wide pavement. The wearing course uses rubber-modified bitumen to increase fatigue resistance and reduce noise from heavy vehicles.
- Final Section: Reinforcement of the existing pavement after filling previous pathologies and remediation of critical areas.
- Accessibility and Sidewalks: Implementation of raised sidewalks with a minimum width of 1.65 m (1.50 m usable), paved with yellow concrete blocks. At lot entrances, granite cubes set in mesh reinforcement were used to support vehicle loads.
- Drainage System: Construction of a longitudinal drainage network composed of triangular and semicircular concrete ditches, manholes with D400 class covers, and drains with “anti-theft” devices. The project ensures unobstructed flow and efficient connection to existing collectors.
- Signage and Safety:
- Vertical and Horizontal Signage: Application of reflective road markings and installation of traffic code signs respecting IP, SA standards.
- Retention Systems: Placement of semi-flexible safety guards (H1-W1-B) and innovative installation of Motorcycle Protection Devices (MPD), consisting of continuous metal skirts to mitigate the severity of potential impacts against the guard posts.
- Ancillary Works: Altimetric readjustment of service covers, installation of HDPE negatives for future technical networks, and preservation of passenger shelters and decorative elements.
